A little question

The new applications wont be acepted since they're to many mods already. but still on south(central and latin) america afternoon and night the server rarely as a mod, Click Me <- On this link shows that every single application will be rejected, and also says that those apps only could be accepted under special circumstances. Does this situation gives me a chance to make an app? Thanks

Speial circumstances. You just have a time difference so you wont get accepted if you apply. Just wait for the season when mods are getting accepted.
