You're even confusing what I just said. There's no such rule, I was saying that if it's not a "must" thing tts must do even if a CT tells them to not to.

I didn't notice if I should have been already VIP to apply for Mod1, so I thought they can be applied at anytime.

Well, you are right and wrong. Let's start with the wrong part,for example:
You(a T) and a CT is walking somewhere, but suddenly the "Bomb has been planted" message shows up, if i were the CT i will lock you up somewhere, because anytime you(or your other teammates) could interfere with me trying to stop those other Ts from completing their objectives(like making the bomb explode), anytime while I'm having a shoot-out with those other Ts you could try to knife me(especially when i get low hp). Though if a CT locks you up for no reason, or they just do it for the lolz then that's a ridiculous order. But anyway that's just my opinion
